DCTMA & Clean Air Council seeks consultant for college campus transportation study

The Delaware County Transportation Management Association (DCTMA) is partnering with Clean Air Council and regional organizations on a project to improve transportation options at college campuses. Clean Air Council is seeking proposals from qualified transportation engineering and planning consultants to support this effort.

The selected consultant will study pedestrian, bicycle, and public transportation conditions at three colleges in Philadelphia, Delaware, and Bucks Counties. The goal is to identify ways to make traveling on and around campus safer, easier, and more accessible for students, faculty, and staff.

The work will include reviewing existing infrastructure, identifying safety and accessibility barriers, gathering input from campus stakeholders, and recommending improvements to transportation facilities, policies, and programs. Findings will help inform a University Toolkit for each participating college.

The project is supported by a Transportation Options Program (TOP) grant administered by the Delaware Valley Regional Planning Commission (DVRPC), with funding from the Federal Highway Administration.

  • Deadline for written questions: October 15, 2026
  • Proposal submission deadline: November 2, 2026
  • Anticipated contract start date: January 15, 2027
