PennDOT Establishes New Business U.S. 13, Redesignates U.S. 13 over Route 291 to Improve Truck Travel in the City of Chester

In an effort to improve truck travel and alleviate congestion, the Pennsylvania Department of Transportation (PennDOT) announced today that it has completed sign installations for the establishment of a new Business U.S. 13 and the redesignation of U.S. 13 using Route 291 through the City of Chester, Delaware County.

The new Business U.S. 13 follows 9th Street from Morton Avenue to Highland Avenue to 4th Street where it joins with U.S. 13 at Price Street. The newly designated U.S. 13 continues on Morton Avenue to Route 291 (4th Street) to Price Street.

The new designations are intended to reduce the number of trucks, particularly through trucks and trucks delivering to the industrial waterfront, which currently travel through the residential and commercial areas on 9th Street, which is a two-lane highway and encourage truck drivers to follow the new primary truck network using U.S. 13/Route 291, which is a four-lane highway with a center turn lane.

Additionally, the relocation of U.S. 13 increases the vertical clearance along the route following the completion of a PennDOT project to rehabilitate seven bridges in the city and increase the vertical clearance on Morton Avenue to accommodate heavy trucks. There is currently a 12′ 9″ clearance on Highland Avenue (new Business U.S. 13), and 13′ 11″ clearance on Morton Avenue (new U.S. 13).

Northbound trucks traveling into the city on U.S. 13 would turn right onto Price Street, follow Route 291, and turn left onto Morton Street to rejoin U.S. 13. Southbound trucks traveling into the city on U.S. 13 (Chester Pike) would continue along Morton Avenue rather than turning right onto 9th Street, then turn right onto Route 291 to Price Street. Trucks entering the city at other points, such as Interstate 95 Exits 3 and 6, could also be directed toward Business U.S. 13 rather than the main route, minimizing through traffic on Business U.S. 13 (9th Street).

The establishment of a new Business U.S. 13 and redesignation of U.S. 13 follows the recommendations from an April 2018 Truck Wayfinding StudyOpens In A New Window conducted by the Delaware Valley Regional Planning Commission.

Beginning with the first train Saturday morning, through end of service Sunday on the following weekends: February 5th through February 6th and February 26th through February 27th SEPTA shuttle buses will replace all Route 101 & 102 Trolleys between 69th Street Transportation Center and Media (Orange Street) & Sharon Hill Station. Customers should plan for approximately 15 minutes of additional travel time and look for signage at stations for bus boarding locations.
SEPTA is committed to providing safe, reliable service to our customers and the communities we serve, and this shuttle bus substitution is necessary to allow SEPTA and third-party forces to safely perform track construction, rehabilitate signals and interlockings and upgrade with a signal modernization project along the Route 101 and 102 Trolley Lines.

Customers, Residents and Stakeholders are Invited to learn how SEPTA is Incorporating Public Input into Efforts to Improve Bus Network.
To kick off Year 2 of SEPTA’s ongoing comprehensive bus network redesign effort – Bus Revolution – SEPTA is inviting riders, stakeholders, and residents to a virtual Transit Talk on Thursday, February 3 at 6:30 PM to discuss findings in two reports that will be key to advancing the Authority’s efforts to revamp its bus service and better connect people across the region.

The two reports – “The State of the System” and the “Market Analysis” – include extensive and detailed technical analyses of transit markets, ridership patterns, and service productivity that reveal what works in the bus network currently and opportunities for system improvement. Both reports aim to provide the public with an in-depth understanding of SEPTA’s current bus network.
The reports were informed by thousands of responses received throughout 2021 from members of the public through various forums. The feedback and data provides the information we need to make our bus network work better for more people.
The “State of the System” focuses on the bus network’s performance and presents some strategies for system-wide improvement. The “Market Analysis” looks at population demographics, patterns of development, and travel characteristics in the Greater Philadelphia area, and identifies those parts of the region where transit is likely to be most successful based on these factors. In addition, the “Market Analysis” identifies gaps in SEPTA’s service design that Bus Revolution should consider evaluating as the project team considers changes to the bus network.

SEPTA New Year’s Eve & New Year’s Day Service

On 12/31, buses, trolleys, the Market-Frankford Line, the Broad Street Line, and the Norristown High Speed Line will be operating on a normal weekday schedule. There will also be additional service on the Market Frankford Line and Regional Rail Lines after the fireworks on the Delaware River Waterfront.

On 1/1, buses, trolleys, the Market-Frankford Line, the Broad Street Line, and the Norristown High Speed Line will be operating on a Sunday Schedule.

On New Years Eve and New Years Day – Regional Rail will be running on a Saturday schedule. There will also be additional service leaving the city on New Years Eve night – which can be found HERE.

SEPTA Regional Rail Changes 12/19/2021

New Regional Rail schedules will go in effect on Sunday, December 19, 2021. Following are highlights of the changes which represent restoration to 75% of the pre-pandemic weekday service levels. Please note the following changes to Regional Rail lines serving Delaware County commuters.
Media/Elwyn Line
  • Weekday restoration on midday hourly service (6), morning and evening reverse peak trips added (3), an early rush hour local at 3:30 p.m. (1) and morning express round trip added (2).
Paoli/Thorndale Line
  • One morning and one evening express train from/to Wayne Station added; Changes/additions to weekday inbound train service between 6:00 a.m. – 8:30 a.m. including the addition of one Thorndale train during the peak period.
Wilmington/Newark Line
  • One weekday evening round trip from Center City to Wilmington added departing Suburban Station 8:35 p.m. and returning from Wilmington 10:16 p.m.

This week is Older Driver Safety Awareness Week. Between 2010 and 2019, the U.S. population of people 65 and older increased by 34%, and in 2019 the number of people 65 and older killed in traffic crashes made up 20% of all traffic fatalities. During Older Driver Safety Awareness Week (December 6–10, 2021), we remind you that simply getting older doesn’t mean it’s time to hang up your keys, but you should evaluate how you — or loved ones — drive. SEPTA Thanksgiving Day Service

SEPTA buses, trains and trolleys will be running on a Sunday schedule on Thanksgiving Day. Some bus routes will be operating on detours, with some detours beginning the day before for Thanksgiving Day Parade setup. PennDOT Encouraging Feedback on Route 352 (Middletown Road) and U.S. 1 Improvement Project in Middletown Township, Delaware County

The Pennsylvania Department of Transportation (PennDOT) invites the public to review and provide feedback on the Virtual Open House Plans Display for the Route 352 (Middletown Road) and U.S. 1 Improvement Project in Middletown Township, Delaware County. The purpose of this project is to reduce crashes and congestion, improve access management and pedestrian accommodation, reduce existing facility deficiencies and improve roadway network operational efficiency along U.S. 1 (Baltimore Pike) at and around the interchange with Route 352 (Middletown Road).

PennDOT has developed conceptual design alternatives working with FHWA, the Delaware County Planning Commission, and Middletown Township officials. The Virtual Open House will be available from July 2, through August 15. We encourage the public to review the information and videos available on the project website to learn more about the proposed improvements and alternatives that are being considered. PennDOT is also asking for your feedback on the proposed alternatives by clicking the “Provide Your Input” tab.

Under this project, PennDOT will improve safety and reduce congestion at the Cloverleaf Interchange between U.S. 1 and Route 352 (originally constructed in 1939) at the terminus of the Media Bypass Interchange (U.S. 1) with Baltimore Pike (originally constructed in 1958). The project also includes major improvements to the adjoining roadway network comprised of Baltimore Pike, Route 352 (Middletown Road), and Route 452 (Pennell Road).
