PennDOT to Host Virtual and In-Person Public Meetings for the Interstate 476 Flex Lane Project in Delaware County

The Pennsylvania Department of Transportation (PennDOT) invites citizens to attend a live virtual public meeting on Tuesday, May 6, and an in-person Open House Plans Display on Tuesday, May 13, to review improvement plans for the upcoming project to construct a flexible travel lane on I-476 in both directions between the Route 3 and I-95 interchanges, and on southbound I-95 between the I-476 and U.S. 322 interchanges in Delaware County.

The I-476 Flex Lane project will provide a series of measures that will allow for the dynamic management of recurring congestion based on prevailing and predicted traffic conditions. Specifically, the inside shoulders of I-476 will be expanded to allow for these shoulders to be operated as travel lanes in response to congestion or incidents. Additionally, adaptive ramp metering will be used to dynamically adjust signals at the ramp entrances to proactively manage vehicle flow from on-ramps.

As part of PennDOT’s public outreach program, the department encourages citizens to attend the live virtual public meeting on Tuesday, May 6, beginning at 7:00 PM, by clicking on this Microsoft Live Teams meeting link prior to the presentation start time. The department’s design team will deliver a project presentation before opening the meeting to questions using the platform’s Q&A feature.

Please note that internet access or a computer or mobile device are required to view the virtual meeting. Anyone with special needs or requiring special aid is requested to contact PennDOT Consultant Project Manager Michael McGuire.

Members of the public who are unable to join the online meeting, can attend an in-person public meeting on Tuesday, May 13, from 6:00 PM to 8:00 PM at the Community Arts Center at 414 Plush Mill Road, Wallingford, PA 19086. The meeting will be conducted as an open house where citizens will have the opportunity to circulate among the subject displays to gather information and discuss the different facets of the project with PennDOT’s design teams.

PennDOT to Begin I-95 North Reconstruction Project in Northeast Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that construction will begin on Monday, May 5, on the $355.3 million project to reconstruct and improve northbound I-95 between Wheatsheaf Lane and Margaret Street, replace three northbound I-95 bridges, and rehabilitate two ramps at the Betsy Ross Bridge Interchange in Northeast Philadelphia.

Early construction activities will include setting up a temporary traffic pattern for northbound reconstruction that, when in place, will shift three lanes each of northbound and southbound I-95 traffic to the southbound side and median.

Travel restrictions for this work will be announced several days prior to the scheduled activities.

The I-95 Section BR3 project includes reconstructing and widening northbound I-95 to four lanes from the Wheatsheaf Lane underpass to just north of Margaret Street, realigning Pearce Street to connect to Orthodox Street, constructing several retaining walls, and installing new sound walls along the northbound side.

In addition, PennDOT will replace northbound I-95 bridges over the Frankford Creek, Orthodox Street, and Lefevre Street, and rehabilitate the ramps from Aramingo Avenue to northbound I-95, and from the Betsy Ross Bridge to northbound I-95.

Construction will be coordinated as needed with PennDOT’s I-95 Section BS2 project, the reconstruction and widening of northbound and southbound I-95 between Carver and Margaret streets at the adjacent Bridge Street Interchange.

Section BR3 is scheduled to be completed in late 2027. It is the third of five contracts to reconstruct and improve I-95 and its ramps at the Betsy Ross Bridge Interchange.

Sections BR0 (completed 2017) and BR2 (completed 2023) reconstructed numerous ramps and bridges at the interchange. Ground level and utility improvements were also completed under these projects.

Section BR5, scheduled for construction in 2027, will rehabilitate the Conrail/NJ Transit railroad bridge over I-95 and the northbound ramps to the Betsy Ross Bridge and Aramingo Avenue. The railroad bridge over Thompson Street will also be removed under this contract.

Section BR4, scheduled for construction in 2029, will reconstruct and widen southbound I-95 between Margaret Street and Wheatsheaf Lane and replace three bridges.

Roadway Construction Planned at Night This Week on Interstate 476 in Delaware, Montgomery Counties

The Pennsylvania Department of Transportation (PennDOT) announced that various construction activities will occur this week on I-476 under a $63.7 million project to resurface, repair and improve nearly 17 miles of the interstate, the associated on-and-off ramps and bridges from I-76 (Schuylkill Expressway) in West Conshohocken Borough, Montgomery County, to I-95 in Ridley Township, Delaware County.

Motorists are advised of the following travel restrictions:

  • Monday, April 21, through Friday, May 2, from 8:00 PM to 5:00 AM the following morning, a weeknight lane closure will be in place on sections of northbound and southbound I-476 between the I-76 and I-95 interchanges for bridge repair and utility construction in Haverford, Marple, Nether Providence, Ridley, and Springfield townships, Delaware County, and Lower Merion Township and West Conshohocken Borough, Montgomery County.

Motorists are advised to allow extra time when traveling through the work areas because backups and delays will occur. All scheduled activities are weather dependent.

Construction Continues Next Week on Interstate 476, I-95 for Active Traffic Management Project in Delaware County

The Pennsylvania Department of Transportation (PennDOT) announced that construction will continue next week on I-476 and southbound I-95 under a $10.4 million project to install and integrate Variable Speed Limit (VSL) and Queue Warning (QW) systems to better manage congestion and improve traffic safety operations on approximately 14.5 miles of I-476 in Delaware and Montgomery counties.

Motorists are advised of lane closures on Sunday, May 4, through Thursday, May 8, from 9:00 PM to 5:00 AM the following morning at the following locations:

Drivers are advised to allow extra time when traveling through the work area because significant backups and delays may occur. All scheduled activities are weather dependent.

CSX Railroad to Close Several Highways for Track Maintenance in Delaware County

The Pennsylvania Department of Transportation (PennDOT) announced that CSX Railroad is planning road closures and detours on several state highways in Delaware County for track maintenance.

The work schedule and locations are:

  • From 8:00 AM Monday, May 19, through 12:00 PM Wednesday, May 21, a 24-hour weekday closure is scheduled on South Avenue between Bonsall Avenue and Hillcrest Avenue in Glenolden Borough. During the closure, motorists will be directed to use South Avenue, McDade Boulevard, Oak Lane, and U.S. 13 (Chester Pike).
  • From 8:00 AM Wednesday, May 28, through 12:00 PM Friday, May 30, a 24-hour weekday closure is scheduled on Holmes Road/Amosland Road between MacDade Boulevard and Urban Avenue in Ridley Township, Norwood, and Prospect Park boroughs. During the closure, motorists will be directed to use Holmes Road, MacDade Boulevard, Route 420 (Kedron Avenue/Lincoln Avenue), U.S. 13 (Chester Pike), and Amosland Road.

Local access will be maintained. Drivers are advised to allow extra time when traveling near the work area because backups and delays will occur. All scheduled activities are weather dependent.

Ongoing Restrictions on I-95:

I-95 CAP Construction to Restrict Southbound Columbus Boulevard through Mid-2025 in Center City Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that construction will reduce southbound Columbus Boulevard to a single lane at Penn’s Landing for approximately one year beginning this week, under the $329 million Interstate 95 CAP project to replace and expand the covered area over the interstate in Center City Philadelphia.

Motorists are advised of the following travel restriction:

The lane closures will allow crews to relocate a sewer line and construct foundations for a pier that will support the extension of the new covered area over I-95 and Columbus Boulevard.

Northbound Columbus Boulevard is currently reduced to two lanes weekdays between 9:00 AM and 3:00 PM for utility construction at that same location.

CAP Construction to Close Lombard Circle Ramp to Interstate 95 on April 7 for Two Years in Center City Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that the Lombard Circle ramp to northbound I-95 at Penn’s Landing will close for approximately two years beginning on Monday, April 7, for demolition of the existing concrete pier between the ramp and Columbus Boulevard, and for pier and foundation construction for the new $329 million I-95/CAP project to replace and improve the existing covered section of I-95 and improve multi-modal connections between Center City and the Delaware River waterfront.
