PennDOT Invites Public to Attend Open House Plans Display for the Route 452 (Market Street) Improvement Project at the I-95 Interchange in Upper Chichester Township

The Pennsylvania Department of Transportation (PennDOT) invites the public to attend an Open House Plans Display to learn about the proposed project to improve travel and safety on Route 452 (Market Street) at the Interstate 95 interchange in Upper Chichester Township, Delaware County.

The Open House Plans Display will be available to the public for viewing on Monday, June 9, through Friday, June 20, from 8:00 AM to 4:00 PM, at the Upper Chichester Township Building at 8500 Furey Road, Upper Chichester, PA 19014.

The purpose of the Open House is to update the community on this proposed travel and safety improvement project and to gather comments and feedback.

I-95 News Releases:

I-95 South to Close Overnight for Six Weeks Beginning Sunday, June 8 for CAP Beam Placement in Center City Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that construction will close southbound Interstate 95 along with the ramp from eastbound I-676 for approximately six weeks beginning Sunday, June 8, for placement of deck beams for the new concrete covering over the interstate under the $329 million I-95 CAP project in Center City Philadelphia.

Motorists are advised of the following travel restrictions:

  • Sundays through Thursdays, from 11:00 PM to 5:00 AM the following morning, beginning Sunday, June 8, through approximately Friday, July 18 – excluding the Independence Day weekend –– southbound I-95 will close along with the ramp from eastbound I-676 and the inside/left lane on northbound I-95 between Spruce Street and Market Street.

During the closures, motorists heading south on I-95 will be directed to use the I-676 Interchange, turn left onto Callowhill Street, and turn right onto Columbus Boulevard to access the ramp to southbound I-95 at E. Morris Street/Water Street.

Motorists travelling east on I-676 heading for southbound I-95 will be directed to exit at 6th Street, turn left onto Race Street, and turn right onto southbound Columbus Boulevard to access southbound I-95 at E. Morris Street/Water Street.

Motorists are advised to allow extra time when traveling through the work areas because significant backups and delays may occur. All scheduled activities are weather dependent.

Construction Planned at Night This Week on Interstate 95 North in South Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that barrier installation and line striping will occur at night this week on northbound I-95 in South Philadelphia under a $37.4 million project to perform high-priority repairs on 27 I-95 bridges in the City of Philadelphia, to maintain the functionality, safety, and mobility of the structures along this critical corridor.

Inlet Repair Scheduled on Interstate 95 South Near Academy Road in Northeast Philadelphia

Ongoing Restrictions on I-95:

I-95 CAP Construction to Restrict Southbound Columbus Boulevard through Mid-2025 in Center City Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that construction will reduce southbound Columbus Boulevard to a single lane at Penn’s Landing for approximately one year beginning this week, under the $329 million Interstate 95 CAP project to replace and expand the covered area over the interstate in Center City Philadelphia.

Motorists are advised of the following travel restriction:

The lane closures will allow crews to relocate a sewer line and construct foundations for a pier that will support the extension of the new covered area over I-95 and Columbus Boulevard.

Northbound Columbus Boulevard is currently reduced to two lanes weekdays between 9:00 AM and 3:00 PM for utility construction at that same location.

CAP Construction to Close Lombard Circle Ramp to Interstate 95 on April 7 for Two Years in Center City Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that the Lombard Circle ramp to northbound I-95 at Penn’s Landing will close for approximately two years beginning on Monday, April 7, for demolition of the existing concrete pier between the ramp and Columbus Boulevard, and for pier and foundation construction for the new $329 million I-95/CAP project to replace and improve the existing covered section of I-95 and improve multi-modal connections between Center City and the Delaware River waterfront.

PennDOT to Begin I-95 North Reconstruction Project in Northeast Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced that construction will begin on Monday, May 5, on the $355.3 million project to reconstruct and improve northbound I-95 between Wheatsheaf Lane and Margaret Street, replace three northbound I-95 bridges, and rehabilitate two ramps at the Betsy Ross Bridge Interchange in Northeast Philadelphia.

Early construction activities will include setting up a temporary traffic pattern for northbound reconstruction that, when in place, will shift three lanes each of northbound and southbound I-95 traffic to the southbound side and median.

Travel restrictions for this work will be announced several days prior to the scheduled activities.

The I-95 Section BR3 project includes reconstructing and widening northbound I-95 to four lanes from the Wheatsheaf Lane underpass to just north of Margaret Street, realigning Pearce Street to connect to Orthodox Street, constructing several retaining walls, and installing new sound walls along the northbound side.

In addition, PennDOT will replace northbound I-95 bridges over the Frankford Creek, Orthodox Street, and Lefevre Street, and rehabilitate the ramps from Aramingo Avenue to northbound I-95, and from the Betsy Ross Bridge to northbound I-95.

Construction will be coordinated as needed with PennDOT’s I-95 Section BS2 project, the reconstruction and widening of northbound and southbound I-95 between Carver and Margaret streets at the adjacent Bridge Street Interchange.

Section BR3 is scheduled to be completed in late 2027. It is the third of five contracts to reconstruct and improve I-95 and its ramps at the Betsy Ross Bridge Interchange.

Sections BR0 (completed 2017) and BR2 (completed 2023) reconstructed numerous ramps and bridges at the interchange. Ground level and utility improvements were also completed under these projects.

Section BR5, scheduled for construction in 2027, will rehabilitate the Conrail/NJ Transit railroad bridge over I-95 and the northbound ramps to the Betsy Ross Bridge and Aramingo Avenue. The railroad bridge over Thompson Street will also be removed under this contract.

Section BR4, scheduled for construction in 2029, will reconstruct and widen southbound I-95 between Margaret Street and Wheatsheaf Lane and replace three bridges.
